Complaint: When I came to rent a unit from Moss and Company, the manager did not tell me until the day I signed the lease that I would be responsible to pay for the water/trash/sewer at this building. He told me, under duress, as I had already given notice at my old apartment, and hired a moving truck, that it would be 25 dollars a month. Wrong. I move in and low and behold my first bill is 50 dollars. I come to find out that this building does not have meters for each apartment and I am paying something called Ratio Utility Billing or RUBS. Which means that I pay 20 percent of the entire buidlings water bill. 20 percent. The manager has 4 kids and numerous relatives staying at his unit and my neighbors have boyfriends and girlfriends coming and going and we get to pay for it. I am sure the managers do not pay for this because Mick Heimburger, the manager, could not give me a correct estimate. When my new neighbors moved in, I inquired if they knew about the bill. Guess what. The resident manager just happened to forget to let them know just as he conveniently forgot to tell me. Same for the next neighbor that moved in. BEWARE, MOSS TELLS RESIDENT MANAGERS NOT TO LET TENANTS KNOW IN ADVANCE. Why does Moss do this. Lets do math. My rent with special is 1325. Good deal. With RUBS billing its now, 1375. Not a good deal. When my rent goes up next year after my special is over, my rent will be 1400, with RUBS, 1450. Grossly over priced for this neighborhood. This is an old building and it smells. RUBS is a scam that the Landlords have passed through California law. You are paying for the water that landlords use to water their landscaping, the water for laundry, the water any tenant uses, the water form leaky pipes !
